
MEET LOWELL
LEADERSHIP DELIVERING RESULTS FOR OUR COMMUNITY
A native East Texan, Lowell moved to De Kalb with his wife, Melissa. He quickly became engaged in efforts to improve the community, joining the Planning and Zoning Board. The vacant seat on the City Council offered another opportunity to positively influence the future of De Kalb. The City Council of De Kalb has appointed him as the city representative on the Arkansas Texas Council Of Governments (ATCOG) Committee. He serves as a director and board member of the Northeast Texas Housing Finance Corporation.
Since September 2019, Lowell has served as the Mayor of De Kalb, working hard to improve the city.

Lowell is fully engaged in analyzing the issues that keep the City from growing. By successfully reaching out to regulators and legislators to identify available funding for improvements to roads, water, and city services, he has brought over $3.2 million in grants to the City. The grants help support important infrastructure improvements such as street repair and updating water meters. He firmly believes that for De Kalb to grow, the aging city infrastructure must be repaired and expanded. Otherwise, new businesses will pass De Kalb by.
